The Coalition for Responsible Community Development (CRCD) is seeking experienced vendors to serve as subcontractors on our program for the City of Los Angeles BusinessSource Center contract to provide small business services to clients in Southeast and South Los Angeles.

A. Vendor Opportunities:
Subcontractor applicants are encouraged to apply to one or more of the open opportunities:
A.1 Small Business Procurement Contractor
A.2 Bookkeeping
A.3 Janitorial Maintenance Services
One (1) vendor can be awarded for each opportunity for a total of up to three (3) subcontractor contracts.
B. Required Experience:
B.1 Small Business Procurement Contractor
5+ years demonstrated experience providing economic development and comprehensive small business support services, per the Scope of Work, to clients who wish to start a business, grow a business, or in need of technical assistance to operate a business in the City of Los Angeles.
5+ years experience providing technical assistance to businesses in procurement applications and certification applications.
Established relationships with local community-based organizations and local agencies to identify small business and other eligible clients the Southeast and South Los Angeles community.
Demonstrated experience with The Regional Alliance Marketplace for Procurement (RAMP) provided by the City of Los Angeles.
B.2 Bookkeeping
5+ years demonstrated experience providing one-on-one client consultations and small business training, per the Scope of Work, to support small businesses, entrepreneurs, and other eligible persons per City of Los Angeles BusinessSource Center requirements.
B.3 Janitorial Maintenance Services
5+ years demonstrated experience of providing maintenance support to sites with strong service delivery.
Demonstrated experience, per the Scope of Work, providing ongoing maintenance and facilities support services for two BusinessSource Centers to ensure a clean, safe, and professional environment for staff, clients, and partners.
C. Scope of Work:
C.1 Small Business Procurement Contractor
Specialized consulting services to support CRCD’s small business clients through the certification process for programs such as CA DGS Small Business, Minority Business, and Women Business certifications.
Help CRCD clients secure such certifications to better position clients for future contracting and funding opportunities.
Establish a practical, step-by-step approach tailored to the needs of Southeast and South LA clients.
Provide comprehensive technical assistance to small business and entrepreneurial clients
Assist clients in registration and navigation of The Regional Alliance Marketplace for Procurement (RAMP) provided by the City of Los Angeles.
C.2 Bookkeeping
Provide BusinessSource Center clients with one-on-one consultations and small business training.
Provide a comprehensive analysis of the accounting system, making necessary adjustments to the chart of accounts, refining bookkeeping procedures, and reconciling bank statements to ensure readiness for bank loan applications and business coaching.
Submit prompt reports on Scope of work progress, client progress, and referrals to additional BSC support services as identified through consultation and training.
C.3 Janitorial Maintenance Services
Provide a high level of service quality that aligns to the mission, compliance expectations, and operational needs of the two BusinessSource Centers.
Provide routine cleaning and maintenance, on-call support for urgent facility needs, and support to maintain a clean, safe, and welcoming environment.
Be responsive and reliable by responding to urgent site needs, work orders, and facility maintenance requests as appropriate/needed by priority and urgency.
Provide consistent service delivery to ensure all maintenance tasks meet established expectations and are completed within agreed-upon timeframes.
D. Evaluation and Selection
Proposals must document that the proposer meets the required qualifications and experience and can satisfactorily perform the duties specified in the RFP.
The Proposer with the highest score based on the RFP criteria and that also satisfies all contracting requirements will be selected. Selection is not restricted to the lowest offer or bid. Should contract negotiations not be successful with the selected Proposer, CRCD may, based on its exclusive discretion, negotiate with the next most qualified Proposer.
